കഴിഞ്ഞ സാമ്പത്തിക വർഷത്തെ കണക്കുകൾ പ്രകാരം ശമ്പള ഇനത്തിൽ മാത്രം സർക്കാർ ചെലവിട്ടത് 39,904 കോടി രൂപയാണ്. ഇതിനുപുറമെ പെൻഷൻ ഇനത്തിൽ 27,885 കോടി രൂപയും വായ്പാ തിരിച്ചടവ് ഇനത്തിൽ 29,138 കോടി രൂപയും ചെലവഴിക്കേണ്ടി വന്നിട്ടുണ്ട്. രാജ്യത്തെ മറ്റ് സംസ്ഥാനങ്ങളുമായി താരതമ്യം ചെയ്യുമ്പോൾ കേരളത്തിന്റെ കടബാധ്യത ഒന്നര ഇരട്ടിയിലധികമാണ്.
സർക്കാർ നിയമസഭയിൽ സമർപ്പിച്ച കണക്കുകൾ പ്രകാരം സംസ്ഥാനത്തിന്റെ ആകെ വരുമാനത്തിന്റെ 77.6 ശതമാനവും ശമ്പളവും പെൻഷനും നൽകാൻ മാത്രമായാണ് ഉപയോഗിക്കുന്നത്.
